The developers of the proposed Samville Estates subdivision requested that review of their major site plan application be removed from this week’s Planning Board agenda.
The subdivision cannot be approved by the board until the developer of the 35-lot subdivision, Mick Land Development, and the South Berwick Water District reach agreement on conditions for supplying water to the development, according to an advisory laid out by the water district in materials prepared for the board’s July 19 meeting
The Meadow Pond Homeowners Association, in a letter submitted July 11 to the Planning Board by attorney Mark Lawrence, detailed conditions it wants the board to require of the developer if one of four potential treatments of a connector road between Meadow Pond Estates and Samville Estates is approved.
Meadow Pond residents have expressed concerns about the impact of a connector road, which will increase traffic and noise in their neighborhood of 18 homes. Meadow Pond Road now ends in a cul-de-sac.
Mick’s proposed plan includes an upgraded road through Industry Drive to Route 4 in Berwick and the connector through Meadow Pond Estates to Harvey Road. Two egresses are required for emergency access, but they do not have to be public roads.
Should the connector road be built as an open access road, the homeowners association has suggested 21 measures that address speed, pedestrian safety, noise, road conditions, and restrictions on who can use existing roads and recreation areas.
The Planning Board previously agreed with the developer’s request for a third-party review and received two bids, choosing Civil Consultants based on cost and a three-week completion estimate.
